Professional association - being founded in Kazakhstan

Procurement is a profession.

Central Asia Procurement is a not-for-profit professional association for procurement and supply chain, being founded in Kazakhstan. Its members are the people who do the work, on the buying side and on the selling side.

Your answers show us where to focus, so that the association works for the goals of procurement professionals and for the profession itself.

The founding survey in five sections

What you will be asked, and what your answers decide

  1. You and your organisation

So the report can compare answers by role, organisation, sector and city.

  2. Your work today

How procurement is done now and where it is hardest.

  3. Skills and training

The training people receive now and the topics they need next.

  4. What the association could offer

Which activities to run first, at what price, and whether a supplier register would be used.

  5. Stay in touch

Your name and organisation are stored apart from your answers.

Your answers will help decide the first sessions and training topics, the membership fee, and whether to build a register of independently checked suppliers.

Who answered, the problems they face, the training they need, and what they want from their association. A detailed report on the profession will follow, from a longer survey.

Respondents receive them free of charge, before they are published.

Names and organisations are required, so that each answer comes from a real practitioner. Only the founding group sees individual answers, and names are never published.

Procurement in Kazakhstan in figures

Thousands of people in Kazakhstan work on these tenders every day, on the buying side and on the selling side. Central Asia Procurement will be the first association they can join in their own name, and it will give them a professional credential.

The three figures cover public procurement under the Law on Public Procurement and come from the Ministry of Finance (gov.kz, 30 January 2026). The share of GDP is our calculation from the preliminary GDP for 2025 published by the Bureau of National Statistics, 159.6 trillion tenge. Quasi-state and private buying is not included.

Single-source purchases fell from 64% to 24% of public procurement

Single-source purchases, share of public procurement

  1. 2017: 64%
  2. 2024: 23%
  3. 2025: 24%

The years 2018 to 2023 are not shown. The figures for 2017 and 2024 are from the Minister of Finance, and the figure for 2025 is from the Ministry, both as reported in the press.

What Central Asia Procurement is

Members are individual practitioners, and only members vote.

  1. Membership is personal

Membership belongs to the person and stays with the member after a change of employer.

  2. Not-for-profit and independent

Membership fees will be set to cover the association's costs. The association is independent of the state and of employers. Organisations that employ procurement people can support the association as institutional partners, without a vote.

  3. Statutes and conflict-of-interest rules

The association will have written statutes and a board. Board members will declare their interests in a public register, and every contract the association awards will be published.

  4. Kazakhstan first

The association starts in Kazakhstan and will later open to the rest of Central Asia. Once it is registered, the founding group intends it to apply to IFPSM, the International Federation of Purchasing and Supply Management, and become its first member from Central Asia.

IFPSM has 44 member associations, with more than 250,000 professionals.
